A few comments from the editors

More than 100 intelligence organisations and units employing more than 4.000 servants in a country with about 16 million inhabitants doesn’t build much confidence. It does however, guarantees series of territorial infighting, organisational strife and democratic shortcomings.

With these quantities of organisations and units, the existence of two separate security councils and more than ten coordination bodies shouldn’t be a surprise.

Next to mainstream the situation is even less clear. In criminal intelligence 30+ units are fighting crime and each other. In financial/fraud intelligence 20+. The federal prosecutor doubles after failures of the AIVD their work with own intelligence units. Even in integrity intelligence the situation is unclear.

The parliamentary control is weaker than it used to be in the nineties of last century, with most political parties lacking a specialist in intelligence matters.

All in all, the intelligence community in our country is a mess. A labyrinth of organisations and units and, more important, their hierarchical position and management is often poor, obscure and muddled. Fringe lacks a good definition of intelligence services. For the time being the working definition that is be-ing used is: governmental organisational units involved in the systematical use of intelligence tools, among others the use of non-disclosed sources and/or cultivated sources.
